Costly equipment, 50 beds at DSCI west unit lying idle: CAG

The CAG on April 3 pointed out that 50 beds and an expensive photon beam accelerator have been lying idle for 4 years due to delay in hiring medical staff at the Delhi State Cancer Institute.


Fifty beds and a photon beam accelerator were lying idle at a west Delhi unit of Delhi State Cancer Institute (DSCI) due to a delay of four years in sanctioning staff, according to the CAG. In its report for financial year 2016-17 tabled in the Delhi Assembly today, the Comptroller and Auditor General (CAG) has also highlighted "irregular use of grant-in-aid of Rs 60 crore by Institute of Liver and Biliary Sciences (ILBS)".

Hospital equipment for DSCI (West) were procured without ensuring availability of adequate manpower, the report said, adding the DSCI had requested staffing from the Delhi government in May 2013 prior to inviting tender for hospital beds in October 2013. "Due to delay of four years in sanctioning staff for Delhi State Cancer Institute (West) by the Delhi government, the in-patient department (IPD), planned for commissioning by November 2014, was not made operational as of October 2017, thereby depriving treatment facility to cancer patients," the CAG said in the report.

It further said, "50 hospital beds (Rs 96.89 lakh) and a photon beam accelerator (Rs 12.28 crore) are lying idle since November 2015 and July 2016 respectively." The CAG also pointed out that Institute of Human Behaviour and Allied Sciences (IHBAS) made "irregular payment of Learning Resource Allowance of Rs 60,000 per annum amounting to Rs 71.71 lakh and academic allowance of Rs 60,000 per annum amounting to Rs 1.73 crore to its faculty members as it was in violation of extant government instructions/rules governing the sanction of grants".
