Hospitalization vs observation for ambulatory care–sensitive conditions

Figueroa JF, et al. - Hospitalizations associated with ambulatory care–sensitive conditions (ACSCs) are popularly considered a chief measure of access to high-quality primary care. The agency for Healthcare Research and Quality described ACSCs as circumstances, like UTI and dehydration, for which hospitalization is usually avoidable if individuals have access to efficient primary care. Hence, ratios of hospital admissions correlated to ACSCs are used with rising frequency to evaluate and incentivize the performance in the ambulatory setting of healthcare professionals taking part in national Medicare alternative payment programs, like liable care organizations and alternative quality contracts administered by private payers, which raise pressure on hospitals to admit fewer candidates. Nevertheless, during this same period, the rates of hospital admissions “for observation,” which do not account for inpatient admissions, have been rising.
